A native of Michigan, Dr. Flannery attended Wayne State University in Detroit, Michigan and received her Bachelor and Master of Science degrees in Civil and Environmental Engineering. She was then awarded a Dwight D. Eisenhower Grants for Research Fellowship which is financed by the Federal Highway Administration and managed by the National Highway Institute in Washington, D.C. After spending eighteen months at the Turner-Fairbank Highway Research Center in McLean, Virginia, she was accepted into the graduate program at The Pennsylvania State University. In December of 1998, she completed her Doctoral degree in Civil and Environmental Engineering from PSU.

Dr. Flannery most recently served as the Lead Intelligent Transportation
Systems (ITS) Engineer for Mitretek Systems in Washington, DC. She led efforts for Federal Highway Administration's (FHWA) Joint Programs Office (JPO) in the area of quantifying the benefits and costs of implementing Intelligent Transportation Systems (ITS) in the United States. She also led efforts to determine Congressional Earmark Projects that would be included in the National ITS Evaluation Program and to develop the Archived Data User Service (ADUS) Program Plan for the FHWA's Office of Highway Policy Information.
